The 1,000 megawatt (MW) CGN Solar Power Project in Xay and Namor districts of Oudom Xay Province, Lao PDR was officially completed and commissioned on December 13 2025.

The Project is owned and constructed by CGN Energy Technology Laos Co., Ltd. (CGN) which is part of Chinese state-owned nuclear power company China General Nuclear Power Group. Construction began on December 18, 2024 with about 800 technical specialists and laborers working on the Project.

The solar farm is part of the Northern Laos Interconnected Clean Energy Base that integrates solar, wind, and biomass power projects across Oudomxay, Luang Namtha, and Phongsaly provinces with plans to establish northern Laos as a regional clean-energy hub.

The Project is situated on 2,090 hectares in the nearby area of seven villages in Xay and Namor districts of Oudom Xay Province. CGN main office is located in Luang Namtha town.

Phase I of the 1,000 MW project is expected to generate about 1,650 gigawatt hours (GWh) of output annually.

The Project's output will be transmitted to Yunnan Province by the new China-Laos 500 kilovolt (kV) Namor 3 substation. The project was connected to the Lao power grid and began transmitting power on 20 April 2026 to Yunnan China via the new 500 kV line.

The Project is initially based on a memorandum of understanding (MOU) signed between China General Nuclear Power Group and the Lao government in October 2022 that took place during the China-ASEAN Expo held in Nanning, Guangxi province.

In September 2023, China General Nuclear Power Group signed an Agreement for Renewable Energy Project development agreement with the government of Laos to develop a renewable energy base in the north of the country. The base is planned to incorporate wind, solar, hydro and energy storage capabilities.

A concession agreement for the Project was signed in September 2024. We are unsure of the concession terms at this time but most concession agreements in Laos for power production are for terms of about 25 years with complete ownership reverting to the Lao government on conclusion.

About 2.23 million individual solar panels were installed for the project.

Locations of Solar Panel Installations:

The seven villages that have had CGN solar panels installed nearby are Kiew Chalu, Chom Ong, Kiew Jaep, Nathua, Nambotakai, Houay Soi & Mak Jouk (Juk/Chuk). Most or all seem to be located about 20 km south of the 500 kV Namor 3 Station that collects the output for re-transmission to China. Three of these seven locations have some details below.

One of the 7 villages where CGN solar panels have been installed nearby is Ban Kiew Chalu as seen in images below. The estimated transmission line route needs adjustment as we have no info regarding how the power is transmitted from the 7 village areas to the Namor 3 500 kV electric station, maybe they combine power into sub-lines along the way to the main station. Mak Jouk (Chouk/Juk) solar panel site images below (with center of group at star symbol) coordinates - 20°46'52.1"N 101°50'11.1"E (20.781139, 101.836417) . This site from older satellite image is under construction and has fewer visible shiny panels installed than we see at the Ban Kiew Chalu site which is not too far south of the Mak Jouk site.

The solar panel site near Chom Ong looks to be just a couple kilometers southwest of the Ban Kiew Chalu site and probably close to the famous Chom Ong caves at coordinates - 20°43'06.4"N 101°46'01.4"E (20.718444, 101.767056) but in 2026 we can't see any panels installed or under construction on the satellite images for the area.

Combined Development of Solar and Wind power Projects by CGN at the same Location

Chinese state-owned nuclear power company China General Nuclear Power Group (CGN) is also developing a wind power project not far from the CGN solar power projects discussed above on this web page in Oudom Xay province of northern Lao PDR. This would be the first development of both wind and solar power projects in Laos by the same company in the same general area.

In March 2025, CGN Laos and the Lao government signed a Project Development Agreement (PDA) for a Phase Two 556 MW Wind Power Project to be located as part of the Northern Laos Interconnected Clean Energy Base.

By developing multiple clean-energy complementary projects the company plans to share transmission facilities and address the intermittency challenges of renewable energy sources while enhancing the stability of cross-border electric power transmission.

In January 2026 we aren't sure if construction of the Phase 2 wind power project has begun yet but based on the history of CGN's solar power Phase 1 development, once construction begins it won't take long for completion.
