Houay La Ngae hydropower project is located on Houay La Ngae (river) near Ban Boping, Kaleum District, Sekong Province of southern Lao PDR not far from the Vietnam border.
Also spelled as Huay La Ngae, Houay Lange or Huay LaNgae.

As of March 2026, construction, installation, and testing of the power-generation equipment has been completed and the project is ready for Commercial Operation Date (COD) in June 2026 to officially begin the supply of electricity to Electricity of Vietnam (EVN).
Houay Lange Power Co. Ltd. seems to be the official owner with Chaleun Sekong Energy Co., Ltd. (CS Energy) holding 30% equity and SDK Company owning a 70% share.
The Project signed a concession agreement with the Government of Lao PDR on December 22, 2021 to develop and operate the project for a number of years (unsure how many years).
On May 17, 2023 a Power Purchase Agreement was signed with EVN for sale and export of the output to Vietnam.
China-based Sino Hydro served as the main construction contractor while Powerchina Hubei was responsible for installing the power-generation equipment.
April 24, 2024 - In Vientiane (Laos), Houay Lange Power Co., Ltd. and Power Engineering Consulting Joint Stock Company 2 (PECC2) - Power Plant Operation and Maintenance Branch (POM) reached an agreement and signed an operation and maintenance (O&M) service contract.

The plant has 2 vertical-axis Pelton turbines of 30 MW each for total capacity of 60 MW with ability for annual output of 289 GWh.
The project catchment area covers 279 square kilometers.
The main dam is a roller compacted concrete dam, 58 meters high with crest length of 178 meters.
The main works include: auxiliary dam, water supply tunnel, main dam, diversion tunnel, pressure tank, penstock and power plant.
The design head is 600 meters.

PROJECT HISTORY
The project history goes back to 2015 when Construction and Investment International Co., Ltd. and the Lao Ministry of Planning and Investment signed a Memorandum of Understanding (MoU) for the project.
Construction and Investment International Co., Ltd. is a wholly-owned subsidiary of China-based Hebei Construction and Investment Group Co., Ltd (HCIG) which is an entity of Hebei's State-owned Assets Supervision and Administration Commission. HCIG was reported to be the original project developer while PowerChina Sinohydro Bureau 10 was reported to be the EPC contractor.
After fulfilling all the work specified in the MoU, HCIG and the Lao ministry signed the project development agreement on February 2018.
In February 2018 construction work began but apparently was halted or slowed down for some reason.
We aren't sure what happened until in November 2021 we saw that Chaleun Sekong Energy Co., Ltd. (CS Energy) has info regarding the Houay LaNgae hydropower project on its website while claiming a 30% ownership interest. Not sure what happened to the original owners. It seems that CS Energy had taken over as the project developer or manager.

Project details below from CS Energy website below. The reservoir capacity of 14 million cubic meters in the chart below seems way too low for a reservoir surface area of 93.6 square km - looks like one or the other needs correcting.



The Houay La Ngae project output is planned to be exported to the Vietnam national grid as seen in the map below. Output is to be first connected to the Nam-Emoun transformer station via a 41 km-long 220 kV line, then transmitted via a 51 km-long line to the border and finally along a 13.4 km long line in Vietnam to the 220 kV Dak Ooc switching station in Nam Giang district, Quang Nam province, Vietnam.
