Houay La Ngae hydropower project is located on Houay La Ngae (river) near Ban Boping, Kaleum District, Sekong Province, southern Lao PDR not far from the Vietnam border.

The project history goes back to 2015 when Construction and Investment International Co., Ltd. and the Lao Ministry of Planning and Investment signed a Memorandum of Understanding (MoU) for the project.
Construction and Investment International Co., Ltd. is a wholly-owned subsidiary of China-based Hebei Construction and Investment Group Co., Ltd (HCIG) which is an entity of Hebei's State-owned Assets Supervision and Administration Commission. HCIG was reported to be the original project developer while PowerChina Sinohydro Bureau 10 was reported to be the EPC contractor.
After fulfilling all the work specified in the MoU, HCIG and the Lao ministry signed the project development agreement on February 2018.
In February 2018 construction work began but apparently was halted or slowed down for some reason.
We aren't sure what happened until in November 2021 we see that CS Energy has info regarding the Houay LaNgae hydropower project on its website while claiming a 30% ownership interest. Not sure what happened to the original owners or who may now own the other 70%. Also unsure who the current contractors are but CS Energy has posted several images on its website showing that earth-moving sitework is ongoing as well as tunnel excavation. We are guessing that CS Energy has taken over as the project developer or manager.
We also see a January 2021 notice on the web from Houay Lange Power Co. Ltd. recruiting workers for the hydropower project so it seems that company is now the owner of the project while CS Energy may be a 30% shareholder.
In May 2023 the project was finished and started production.

April 24, 2024 - In Vientiane (Laos), Houay LaNge Power Co., Ltd. and Power Engineering Consulting Joint Stock Company 2 (PECC2) - Power Plant Operation and Maintenance Branch (POM) reached an agreement and signed an operation and maintenance (O&M) service contract. Accordingly, POM will be the O&M service provider for Houay LaNge Hydropower Plant.

The project's main drainage basin is 75.3 square km while the auxiliary dam basin is 80.1 square km.
The main works include: auxiliary dam, water supply tunnel, main dam, diversion tunnel, pressure tank, penstock and power plant. The main dam is a roller compacted concrete dam, 58 meters high with dam crest length of 178 meters.
The designed head is 600 meters.
The plant has 2 vertical hydraulic generators of 30 MW each for total capacity of 60 MW with average annual electricity output of 289 GWh.
Project details below from CS Energy website below. The reservoir capacity of 14 million cubic meters in the chart below seems way too low for a reservoir surface area of 93.6 square km - not sure which of those numbers may need correcting.
The project output is planned to be exported to the Vietnam national grid as seen in the map below. First connected to the Nam-Emoun transformer station via a 41 km long 220 kV line, then transmitted via the 13.4 km long 230 kV Nam Emoun-Dak Ooc line, connecting to the 220 kV Dak Ooc switching station in Ta Bhing commune, Nam Giang district, Quang Nam province, Vietnam.
