In 2023 a new hydropower project feasibility study was announced with the name Nam Emeun 1 & 2 that is different than the existing Nam Emoun hydropower project. Very confusing with similar names and both located in Sekong Province.

Nam Emeun is sometimes also spelled Nam E-meng, Nam E-meun or Nam Emoun (same spelling as other existing project unfortunately).

A Project Development Agreement (PDA) feasibility study for the Nam Emeun 1 & 2 hydropower projects was signed by the Ministry of Planning and Investment and Xaysana Energy Sole Co., Ltd. in Vientiane on September 6, 2023.

The concept includes a hydropower project with installed capacity of 75 MW, a pump storage facility of 100 MW and a floating solar power faciity of 50 MW. Total installed capacity would be 225 MW with most output for export to Cambodia & possibly Vietnam.

The project is estimated to cost US$ 450 million. The main shareholders are Xaysana Energy Sole Co., Ltd. and Space Hydro Power Sole Co., Ltd.

This mixed clean-energy project combines power generated from both water and solar and may be the first of its kind in Laos. The pump storage recycling system would operate at night when energy demand is lower to pump water to a higher level for later daytime peak-demand power generation.

In December 2024 it was announced that PowerChina will be the EPC contractor (engineering, procurement, and construction) for the first phase of the project involving construction of a 90 MW hydropower plant.

The project output is to be included in the Laos-Cambodia power interconnection plan and primarily exported to Cambodia to help alleviate Cambodia's seasonal electricity supply shortages.

On March 25, 2024 in Vientiane Lao PDR a Memorandum of Understanding (MoU) was signed between Cambodia’s Ministry of Mines and Energy and Xaysana Group, WIS, and Sisan International Joint Development Sole Ltd. for the future purchase of electricity output from Nam Emoun 1, 2 Hydro, Pump Storage and Wind Power Hybrid Projects in Laos to Cambodia. The project might be located in both Kaleum and Lamam Districts of Sekong Province, southern Lao PDR.
