Nam Ngom Dam Hydropower project is in the planning stage in 2023. The project is located in the northeastern part of Bolikhamxay Province, Lao PDR near the Vietnam border. The proposed site is on the Nam Ngom (river) about 3 km upstream from Ban Phondou and 8 km northwest of Vieng Thong town via National Road 1D.
The approximate coordinates of the future Powerhouse and Dam are given below for information only. Final locations will be defined later once the detailed topographic mapping has been carried out and final facility layout known. The general layout of Nam Ngom Hydropower Project consists of:
- A small reservoir with a maximum storage capacity of 1.60 million cubic meters and net capacity of 0.72 million cubic meters.
- A conventional concrete gravity dam with the crest at elevation 367 meters above sea level
- An ungated spillway centered on the riverbed and designed for 1,000-year flood or a discharging capacity of 1,583 cubic meters per second
- A temporary river diversion facility consisting of a concrete cofferdam and an open concrete channel to allow construction of the main dam during two consecutive dry seasons. During the rainy season the dam will be overtopped.
- A water intake structure with a trash rack and maintenance gate
- A penstock 3 meters in diameter and 600 meters in length to the powerhouse
- A surface powerhouse equipped with 2 horizontal Francis turbine units (4 MW and 1 MW)
- An open tailrace channel excavated in rock
- A 22 kV transmission line
- An access road
- The project will not require resettlement or displacement of persons

SDC Co. Ltd. is developing the Nam Ngom project and has hired individual experts to undertake the Feasibility Study and the Basic Design.
The socio-environment impact study has been subcontracted to Connected Consultancy Sole Co., Ltd. As there is no resettlement, the study is limited to an Initial Environment Examination (IEE) study including an Environmental & Social Management Monitoring Plan (ESMMP).
The IEE and ESMMP were completed in August 2018 and approved by the Bolikhamxay Province Department of Natural Resources and Environment with issuance of a Certificate.
The Feasibility Study was completed with submission to Government of Laos (GOL) on 01 August 2018 and approved by the Bolikhamxay Province Department of Energy and Mines by Letter of Final Approval No. 269 /PD.EM of 25 February 2020.
In parallel to the Basic Design preparation and application for the PPA, Nam Ngom Project developers will prepare and sign the Shareholder Agreement for the establishment of the Nam Ngom Power Company as the legal entity owner of the project.
SDC has subcontracted the basic design to Ta Dam Energy Consulting Co. Ltd. who is preparing the report in compliance with LEPTS 2018 and international standards.
The project developer is attempting to negotiate a Power Purchase Agreement (PPA) with EDL which would define a timeline for the project and COD projection.
Discussions are ongoing with potential investors interested in funding the project - equity and further negotiation of loan(s).
