The PhiaLa Wind Power Project is to be located in Xaychamphone & Khamkeut Districts of Bolikhamxay Province, Lao PDR, not far from the Vietnam border.

The general location of the project is somewhere in these two districts but we have no idea exactly where.

The project is to have capacity to produce 500 MW output.

Total capital cost of the project is estimated at $1,151 million USD and will operate under a concession period of 25 years.

As of mid 2026 we aren't sure if construction has started yet or if the project is progressing at all.

Other wind power projects in the same area have plans to export their power output to Vietnam such as the Truong Son wind power project. But the area in Vietnam close to the project may not have available transmission capacity to take the output from the PhiaLa project in the near future. In 2025, very little transmission capacity there was not being used after the Truong Son project went online.
