The Phou Ngoy Dam (also spelled Phou Ngoi or Phoug Noi and formerly called Lat Sua) is still in the planning stage as of year 2024. Many details have not yet been precisely defined.
The project would be located on the Mekong River in Champasak Province, Lao PDR about 18 km downstream from Pakse.

The project is developed by Charoen Energy and Water Asia Corporation of Thailand.
The bulk of the power output is hoped to be sold to Thailand. The dam would have an installed capacity of 728 MW with 3,278 GWh estimated annual output. Studies are underway at the proposed dam site.
Phou Ngoy is a run-of-river project. The net head of the project would be 10.6 meters.

Two South Korean construction companies, Doosan Heavy Industries & Construction and Korea Western Power (KOWEPO) are to build the dam in cooperation with Charoen Energy and Water Asia (CEWA).
The proposed dam structure would be 1,300 meters long and 27 meters high. It would have a small reservoir area of 13 sq km (80% confined within the main channel) and have very little live storage.
The US $2.4 billion dollar project would impact more than 200 hectares of land and 88 villages in seven districts. The most-affected village would be Khon Ken village where 811 residents reside in 142 households.
The developers and Lao government have not yet formally notified the Mekong River Commission about the project to begin the six-month prior consultation process that would include an impact assessment and details of the project. They hope to submit this info soon.
As of August 2024 no power purchase agreement has yet been signed for the proposed output.
