Sao Mai Wind Power Project is to be located in Nonghet District of Xieng Khouang province Lao PDR.

The project area is to be located close to the eastern border of Laos, directly adjacent to Ky Son district in Nghe An province of Vietnam.

On 11 February 2026 the Lao government signed a MOU allowing the Vietnam-based Sao Mai Group to survey and study the feasibility of a 300 MW wind power project to be located in Nonghet District of Xieng Khouang Province, Lao PDR.

In August 2026, since the MOU has just been issued in February 2026, we can assume the project would still be in a study phase.

The project is planned to have a capacity of 300 MW and expected to be deployed over an area of about 17,920 hectares.

The project will operate under the "Build-Own-Implement (BOO)" model for a period of years (unsure of total).

The 450 million USD project plans to export its power output to nearby Vietnam.

The center of Nong Het district is about 15-20 km from Nam Can international border gate by road, creating favorable conditions for transporting equipment, construction and connecting power transmission facilities from Vietnam.

Sao Mai Wind Power project location is somewhere in Nonghet District but we aren't sure of exact coordinates. Nonghet town coordinates are at - 19°29'35.8"N 103°58'47.0"E (19.493278, 103.979722) in image below as an approximate location.

In 2026 we aren't sure if the area in Vietnam close to the project has available transmission capacity to take the output from the Sao Mai project in the near future. In 2025, much of the transmission capacity in that area was taken when the Truong Son Wind Power project went online.
