The Xekaman-Xanxay (Sanxay) hydropower project is constructed on the Xekaman (river) about 40 km from the border with Vietnam in southeastern Lao PDR. The project is about 5 km downriver from the larger Xekaman 1 HPP.
The project generates 32 MW while acting as a downstream regulator for water discharged from Xekaman 1. The 5 km of river between the two projects likely has dramatic fluctuations in flow that match these discharged flows.

The Xekaman-Xanxay project is a part of the 290 MW Xekaman 1 hydropower project acting as a downstream regulator to avoid flooding and to stabilize downstream water flows.
Xekaman 1 and Xekaman-Xanxay were both investments of Viet-Lao Power Joint Stock Company. Main contractor for the project was Vietnam-based Song Da Corporation.
Funding for the project may have been provided by the Vietnam government’s “Development Assistance Fund” and by Vietnamese commercial banks.
The plant has an installed capacity of 32 MW and average annual output capacity of 130 GWh.
The project operates under a 25 year concession agreement with the government of Lao PDR.
Unit 1 of Xekaman-Xanxay hydropower plant has been operating since January 2018 while Unit 2 came online in June 2018.
The project is on the Xekaman river in Sanxay district, Attapeu province, Lao PDR.

Andritz Hydro provided complete electro-mechanical equipment for the project.
The project catchment area is 3,740 square kilometers. The reservoir full supply level surface is 123 meters above mean sea level with low supply level at 122 meters above mean sea level. Active storage volume is 7.1 million cubic meters.
Xekaman-Xanxay and Xekaman 1 power plants are located within 2 km of each other and operate together. Xekaman 1 was completed in 2016 and Xekaman-Xanxay in 2018. Power from both is exported along a 230 kV transmission line with a 70 km section from Xekaman 1 Hydropower Plant to the Vietnam border (invested by Viet-Lao Power Joint Stock Company) and a 119 km section from Bo Y border gate in Kon Tum Province, Vietnam to Pleiku 2 substation (invested by EVN).
