Khammouane Xebangfai Solar Power Project (also known as Khammouane Siphonphay or Khammouane Sebangphay) is a combined photovoltaic and energy storage project located in Thakhek and Xebangfai Districts of Khammouane Province in Lao PDR.

The project signed a Cooperation Development Agreement with Government of Laos (GoL) on 26 July 2024.

Phase 1 of the project began construction on 15 August 2024 and was completed and achieved commercial operation date (COD) of 1 March 2025 as celebrated in image below.

The project was developed and financed by Yuneng International (Laos) New Energy Company (a subsidiary of Yunnan Energy Investment Group).

Phase 1 was constructed by CEEC China Gezhouba Group Co., Ltd. (CGGC) under an Engineering Procurement Construction (EPC) contract.

Phase 1 of the project has a production capacity of 50.1 megawatts (MW) combined with an energy storage system (ESS) capacity of 10 megawatt-hours.

Phase 1 is expected to generate annual output of about 95 to 100 gigawatt-hours (GWh) for input into the Electricity du Laos (EDL) grid and for the Asia Potash Industrial Park.

The project has a total investment of approximately $ 37.69 million US dollars.

This project was he first solar power project in Lao PDR to be equipped with an energy storage system.
