Solar power development in Lao PDR has been slower than that of its neighbors in ASEAN, while being ahead of neighboring countries in hydropower development.

CGN Solar Power Project in Oudomxay Province was the only large-scale solar power project operating in Laos in mid 2026. This 1,000 megawatt project was completed in 2025 and is now actively exporting its output to China.

ADPL Solar Power Project is planned to be developed in Paksan district of Bolikhamxay Province near the 5th Mekong Bridge area. The proposed 100 MW project would install 211,007 dual-glass monocrystalline solar panels on a site that would cover about 140.23 hectares of land.

VS Solar One Co., Ltd. announced the start of construction for 3 new solar power projects in Salavan Province with a combined capacity of 9.5 MW. The company has power tariff agreements with Electricité du Laos (EDL) for offtake at all three sites. All 3 projects are hoped to be completed by the end of 2026. VS Solar One Co., Ltd. is also developing three solar projects in Bolikhamxay Province with a combined capacity of 7.5 MW. Construction is nearing completion with hope for connection to the EDL grid by June 2026. Future plans call for doubling of its capacity in Bolikhamxay to 15 MW.

Khammouane Xebangfai solar power project in Khammouane Province is being developed by Sino-Agri Potash Co., Ltd. who may use some of the 50 megawatt project's output in its industrial park with the remainder offtaken by EDL.

Phonsaad Renewable Solar Power Project in Champasak Province is a 186 MW project under construction in September 2026 developed by CS Energy. It includes a 45 MW power battery storage system.

In Champasak Province there are four solar power projects under development - Phonsaad Renewable Solar Power Project, Fandaeng Solar Farm, Namphak Solar Farm and Biger Solar Farm as seen in map below.

Other solar power projects in Laos under study include:

SBIN Corporation has proposed a 5 megawatt solar power project to be developed by the South Korean firm near Sanongmai-Piandong village in Sanamxay district of Attapeu Province.

CTE Consortium is conducting a feasibility study by the South Korean-based firm for a new 100 MW solar power project near Nam Kon reservoir in Oudomxay Province.

EDL solar power projects in Laos under development:

Other solar power devlopments in Laos are related to already-operating hydropower projects owned in whole or in part by either Electricite du Laos (EDL) or Electricite du Laos Generation Public Company (EDL-Gen). These projects would be placed where there are existing transmission lines and substations nearby that have unused absorbtion capacity which that can be used to transmit additional power output.

EDL is a state-owned non-public entity while EDL-Gen is a publicly-owned entity listed on the Lao stock exchange.

EDL reported on 8 August 2025 that it is advancing twelve large-scale solar power projects across the country with a combined capacity of 680 megawatts.

EDL-Gen solar power projects:

ASFC Co., Ltd. - the South Korean company signed agreements in August 2025 to allow development of solar power projects near EDL-Gen's existing hydropower projects Xeset 1, 2 & 3, Xelabam and Nam Mang 3.

CS Tech Co., Ltd. - the South Korean company signed agreements on 10 November 2025 to allow development of floating solar installations on some of EDL-Gen's existing hydropower reservoirs.
